Supports Import and Export: An FSSAI license is a key requirement for businesses involved in importing or exporting food products.
Mandatory for Online Food Sales: If you sell food online, FSSAI registration is compulsory to operate legally.
Quality Assurance: FSSAI also sets guidelines for quality checks in accredited labs as per ISO 17025, ensuring consistent standards.
Who Needs to Apply for an FSSAI License?
Every business that deals with food in any form—whether small hawkers, home-based vendors, or large food chains—must register with FSSAI. It does not matter if you operate offline through local shops or online platforms, or whether you are engaged in domestic trade or import/export of food products. Registration or licensing with FSSAI is mandatory.
Depending on the size of your business and the regions where you operate, you will be required to apply for one of the three types of FSSAI registrations/licenses.
A food license is compulsory if your business involves any of the following activities:
Procurement of food items
Manufacturing of food products
Distribution of food
Food processing
Packaging of food products
Storage of food items
Selling food, either offline or online
In simple terms, any individual, partnership, or company that handles food in any stage—from farm to final consumption—must obtain an FSSAI food license to operate legally and ensure food safety.

Types of FSSAI Food Licenses in India
FSSAI Basic Registration
This is the entry-level registration for small food businesses with an annual turnover of up to ₹12 lakhs. It is suitable for petty food manufacturers, small retailers, and small-scale operators. However, catering businesses are not eligible for a Basic Registration—regardless of turnover, they must apply for a State License.
FSSAI State License
Food businesses with an annual turnover exceeding ₹12 lakhs but below ₹20 crores are required to apply for an FSSAI State License. This license is typically issued by the State Authorities and is applicable to medium-sized businesses such as restaurants, food manufacturers, storage units, and medium distributors.
FSSAI Central License
The Central License is mandatory for large-scale food businesses with an annual turnover of over ₹20 crores. It also applies to businesses engaged in import or export of food, online food platforms, franchises, hotel or restaurant chains, and suppliers to government offices or departments. This license is issued by the Central Government.
Penalty for Non-Compliance with FSSAI Regulations
Failure to comply with FSSAI rules and regulations can lead to heavy penalties, fines, and even legal action. To ensure food safety and protect consumer interests, the Food Safety and Standards Authority of India has laid down strict consequences for violations. Below are the key penalties for non-compliance:
Selling Unsafe or Substandard Food: Fine of up to ₹5 lakhs
Misleading Advertising: Fine of up to ₹10 lakhs
Obstructing or Not Cooperating with FSSAI Officials: Fine of up to ₹2 lakhs
General Violation of FSSAI Regulations: Fine of up to ₹2 lakhs
Running a Food Business without FSSAI License/Registration: Fine of up to ₹5 lakhs
Manufacturing or Selling Misbranded Food: Fine of up to ₹3 lakhs
Manufacturing or Selling Food with Extraneous Matter: Fine of up to ₹1 lakh
Causing Injury or Death from Unsafe Food: Imprisonment of up to 6 years and a fine of up to ₹5 lakhs
Penalty for Not Registering
Any Food Business Operator (FBO) found running a food business without mandatory FSSAI registration or license may face imprisonment along with a penalty of up to ₹5 lakhs.
